PROMOTIONS TO THE AAO CADRE & POSTING ORDERS

Seeing the wide disparities in the erstwhile ACP and MACP scheme it is high time the unions put pressure on the Govt to abolish the MACP scheme and let it be on the basis of the hierarchies in the respective departments.This is simply atrocious that the bureaucrats sabotaged the scheme by suggesting that this MACP allows 3 promotions instead of 2 and that too without any change of designation. What great favour the establishment has done by giving three measly upgradations like throwning crumbs to a dog instead of correcting historical wrongs wherein the non gazetted stagnate for a lifetime. Here again , I dont doubt the intention of the Govt.They maybe announced with a good intent, but the bureaucrats played spoilsport and 'diluted it extensively my introdoucing the concept of MACP. I cant find words to describe this irrational argument. Most of the employees are now graduates and post graduates and in some cases with higher qualifications than the Class 1 and IAS. What is it that the govt. feels it is doing a great favour by giving 3 upgradations after 30 years of service and that too without the actual 'feeling of a promotion' . The Class one already had 'assured' progression all these years with corresoponding change in designation and responsibility.



    Cant a lesser mortal like a graduate in a non gazetted post not take on additional responsibility and get a change in designation.

    In banks and PSU's promotions mean change in desgnations and responsibilities. In PSU's there are cases where even Stenographers in some departments rose to the rank if DGM. You can confirm it in PSUs like Indianoil.



    Here in Govt we have the DOPT which is supposed to be the equivalent of HR in corprate parlance but one look at the website www.persmin.nic.in and it seems it is a web portal for the IAS ONLY.What a shame.



    The problems with the unions is that they have a servile siege mentality of the 'LEFT' and feel comdemned to be 'comrades' for the rest of their lives. It is high time you think expansively and as an equal. Today we are better organized because of the internet and cell phones.



    Follow Anna Hazares example. Instead of black badges or dharnas, try hunger strike and Satyagraha.

    Fight he battle politically by teaming up with the oppositions MPs and get the issue raised in Parliament on these lines.

    In the name of 'social justice' many Mps can be amenable to it as it can be a politically shrewd move for votes from more than 50 lakh Govt employees.
