HAPPY NEW YEAR
I wish all the family members of AIPAEA, NFPE, friends, and well wishers, a very happy new year. I hope this New Year will usher in great opportunities to realize all our hopes and aspirations. It is felt that the year 2012 will forge greater unity among the working class to defeat the designs of anti-working class lobbyists. Let our New Year Resolutions include the strengthening of the hands of champions of working class and to save the great abode of public utility service i.e. the Department of Posts.
LET THE STRIKE PREPARATIONS BE INTENSIFIED
You are all aware that Postal Joint Council of Action has given a call for nationwide indefinite strike from 17th January, 2012 to save the Department of Posts and the employees from the far reaching impact of the implementation of McKinsy recommendations. The proposed structural changes and lifting the monopoly of the Department of Posts through the new Post Office bill will spell doom to the time tested  Institution, which has become a part and parcel of the Indian culture. The axe which will cut the RMS to size will not spare any other wing of the Department including the Postal Accounts. Hence, it is the question of collective survival. Save the Department and save your self should be the slogan of the moment.
The talks held with the Postal Board Members on 27-12-11 have not resulted in any breakthrough. The Department is parroting its known stand on the fundamental issues. General Secretary, AIPAEA and Assistant General Secretary Com. D.S.Chauhan have participated in the talks with the DDG(PAF) on the issues related to the Postal Accounts. The General Secretary, AIPAEA has also participated in the talks held with Member (P) along with other JCA leaders. On the vital issue which decides the future of the Postal Accounts i.e. Divisionalisation, the authorities are still beating around the bush. No direct answer is forthcoming. The reply is that ‘as of now there is no proposal’. Please underline the words as of now. The technology will decide the future structure of the Postal Accounts. From this it is very clear that we have not yet reached the safe zone. The recruitment issues are still being neglected by the authorities at the Circle level. The tab on the newly formed Postal Accounts offices is still there. Though a positive note is being sounded by the DDG (PAF) on the demands for grant of Gr. B (non-Gazetted) status to Senior Accountants, cadre re-structuring and resolution of Gr.D and Sorter anomalies, we have to watch the final product.  Hence, build the tempo at gross root level to make the authorities feel the concern of the Postal Accounts employees in right spirit. Campaign effectively to bring home the point that our success lies in the united action with the entirety of the Postal and RMS employees.  Issue handbills, release posters, hold group meetings, address press conferences and closely associate with the JCA activities to make your campaign very effective.
The Postal JCA has given a call to hold mass Dharna on 10th January, 2012.  I request all the Circle Secretaries to make this call a great success. Wherever circle JCA decides to hold a centralized dharna at circle level, it should be seen that the AIPAEA member’s participation is maximum.  At the places where there is no active presence of JCA, AIPAEA should hold the dharna at Postal Accounts offices in a big way. Implementation of this programme should be reported to the CHQ without fail.
NEXT ROUND OF TALKS ON 10-01-2012
It is informed that the next round of talks will be held with the Secretary, Department of Posts on 10-01-12.
I will be in Delhi to take part in the negotiations. It is very important that we should get ready to jump into action if the talks fail to yield the desired results.
NEW RECRUITMENT RULES OF AAO
The DOP&T has raised some questions in respect of sanction strength of Department of Telecom. The same will be answered and file will be sent back. It is hoped that the file will be cleared without any further queries.
4-ADVANCE INCREMENTS
PA wing has supplied the information required by the Ministry of Finance and final decision is awaited.
PART –II EXAM
It is learnt that the Department is moving ahead to hold the exam for those candidates who were qualified in the Part-I exam and who are within the age limit. If the DOP&T grants age exemption, a supplementary exam will be conducted for such candidates.
RULE 9 CASES
Due to non-finalization of the charge sheets the retired employees are subjected to untold sufferings. There is huge pendency in the Directorate. Due to the constant follow up by this Association and NFPE  steps are being taken by Member (P) to decide all the cases up to the year 2011 very soon. It is hoped that this assurance will be kept.

JOIN TOGETHER, ACT TOGETHER & MAKE THE INDEFINITE STRIKE  FROM 17th JANUARY 2012 A GRAND SUCCESS
·        Demanding to stop the implementation of Mail Net Work Optimization Project, as this project will hamper the efficiency of Postal Services and lead to extinction of RMS.
·        Demanding justice to Casual and Part time workers in the Postal Department.
·        Demanding to implement all the agreed demands of 5th July 2011 strike charter.
·        Demanding to stop the move to Divisionalize the Postal Accounts in the name of Accrual Accounts.
·        Demanding to fill up all vacant posts in the Postal Accounts and grant additional posts to meet the work load.
·        Demanding to implement the cadre restructuring in PAOs.
·        Demanding to stop harassment of the Postal Accounts employees in the name of contributory negligence for the frauds committed in the field units.
·        Demanding to grant Gr.B (non-Gazetted) status to the Senior Accountants.
·        Demanding to settle the Gr.D and Sorter anomalies.
·        Demanding to stop the recoveries from the DEOs of Chennai PAO.
