                                     up-gradation of pay scales of employees working in Organised Accounts –
                                     Implementing the judgment of Hon’ble Kerala High Court and Hon’ble Supreme

Respected Madam,

                The Ministry of Finance, Department of Expenditure vide its O.M. No. 6/82/E.III (B) / 91 Dated 28-02-2003 has issued order modifying the pay scales of Senior Accountants/Junior Accountants in the Departments of Organised Accounts and Audit. The pay scales are upgraded notionally from 01-01-1996 to 18-02-2003 and actually from 19-02-2003.
                Aggrieved by this, Sri. Jose Sebastian and Others of South Central Railway Accounts (which is a part of Organised Accounts Department) filed a case in the Hon’ble CAT Ernakulam vide O.A.671/2003 and got a favourable direction to pay the arrears for the period 01-01-1996 to 18-02-2003. The same has been upheld by the Hon’ble High Court of Kerala and Hon’ble Supreme Court of India vide the judgments under reference.  
                The Senior Accountants and Junior Accountants working in the Postal Accounts are similarly placed and the same pay scales as that of the employees working in Organised Accounts are extended to these employees also. Hence, I am to request you to cause immediate action to extend the benefit of arrears of pay w.e.f. 01-01-1996 to 18-02-2003 to the Senior/Junior Accountants of Postal Accounts also, as pronounced in the above stated judgments.
