2015 ONE DAY NATIONWIDE STRIKE AND REGISTER YOUR STRONG PROTEST AGAINST THE
ANTI-EMPLOYEE POLICIES
The National Convention of Workers
consisting of BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, UTUC,
LPF and All India Federations of Banks, Insurance, Defence, Railways,
Central/State Government Employees and other Service Establishments held on
26-05-2015 under the banner of joint platform of all the Central Trade Unions of
the country along with independent national Federations of all Sectors and
establishments expressed deep concern over the anti worker, anti people and
pro-corporate actions of the present Government at the Centre in pursuance of
the LPG policies. The government’s aim to push the sweeping changes in the
labour laws of the country is nothing but to neck the large chunk of the
workers out of the protective net of the existing labour laws and drastically
abridge the Trade Union Rights. Empowering the management with the right to
‘hire and fire’ is the hidden intention behind these proposed amendments of the
labour laws. The pro-corporate, and pro-MNC policies will only bring misery to
the majority of the people. The entirety of the working class of the country,
keeping aside the banner affiliations came together and gave a call for one day
nation wide strike on 2nd September 2015 to warn the Government to
keep off this dangerous path of development model which is anti-worker,
anti-peasants and anti-people.
The
Confederation of Central Government Employees and Workers took a conscious
decision to take part in this historical nationwide protest. The Central Government Employees are
the worst sufferers due to the policy offensives of the Government. No DA
Merger, No Interim Relief, No retrospective date of effect to 7th CPC
from 01.01.2014 as demanded by JCM Staff Side, refusal to include Gramin Dak
Sewaks under 7th CPC, denial of revision of wages and
regularization of casual labourers, non implementation of Cadre Restructuring
agreement signed by Postal department and Postal federations, 5% condition on
Compassionate appointment, non revision of bonus ceiling, non implementation of
arbitration awards, non convening of JCM National Council are some of the
policy offensives against the Central Government employees. Over and above
this, policy offensives like Task Force Committee Report on Postal
Corporatization, Bibek Debroy Committee Report on Railway privatization,
corporatization of the 41 Ordinance factories in the defence sector, move to
close down printing, stationery and publication department and Medical store
depots, non filling up of vacancies, downsizing, outsourcing, contractrisation,
privatization, are also being implemented in an aggressive manner.
There are enough
indications from the Government about the fate of the pay revision of the
Central Government employees. While the 7th CPC is busy in drafting
the recommendations, the Finance Ministry has released the Medium Term
Expenditure Framework and put the probable annual burden in expenditure due to
7th CPC at around 15%. This paltry increase for the next 10 years,
if takes place, is no increase at all. Unless, the Central Government employees
determinedly fight it out we cannot realize the demand of pay fixation at the
rate of 3.75 times. Hence, it is the need of the hour that the entirety of the
Central Government employees joins the Working class of the nation in this
historical nationwide strike.
All India Postal
Accounts Employees Association appeals all the Postal Accounts employees to
join this one-day strike and be part of the movement to repulse and resist the
anti-people and anti-employee policies.
CHARTER OF
DEMANDS
1. Urgent measures for containing
price-rise through universalization of public distribution system and banning
speculative trade in commodity market.
2. (a) Containing unemployment
through concrete measures for employment generation. (b) No ban on creation of
new posts. Fill up all vacant posts.
3. (a) Strict enforcement of all
basic labour laws without any exception or exemption and stringent punitive measure for violation for labour
laws. Withdraw the anti-worker Labour Law amendments (b) No labour reforms, which are inimical to
the interest of the workers. 4. (a) Universal social security cover for all
workers (b) Scrap PFRDA Act and re-introduce the defined benefit statutory
pension scheme. 5. (a) Fix minimum wage with provision of indexation. (b)
Effect wage revision of the Central Government Employees from 01.01.2014
accepting Memorandum of the Staff Side JCM; ensure 5-year wage revision in
future; grant interim relief and merger of 100% of DA; Include Gramin Dak
Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.
6. (a) Stoppage of disinvestment in Central/State PSUs. Stop contractorisation
in permanent perennial work and payment of same wage and benefits for contract
workers as regular workers for same and similar work. (b) No outsourcing,
contractorisation, privatization of governmental functions; withdraw the proposed
move to close down the printing presses, the publications, form stores and
stationery departments and medical stores Depots; regularize the existing
daily-rated/casual and contract workers and absorption of trained apprentices. 7. Remove all ceilings on payment
and eligibility of bonus, provident fund; increase the quantum of gratuity. 8.
(a) Compulsory registration of trade unions within a period of 45 days from the
date of submitting applications; and immediate ratification of ILO Convention C
87 and C 98. (b) Revive the JCM functioning at all level as an effective
negotiating forum for settlement of the demands of the Central Government
Employees. 9. No Privatization, PPP or FDI in Railways, Insurance and Defence
Establishments; and no corporatization of Postal services.10. Remove arbitrary
ceiling on compassionate appointments. 11. Ensure five promotions in the
service career.
